Like Torrent said-- we don't really have anything to go on at all right now, so in the absence of any actual clues... we want to protect the teams that are important to us...

No, not yet. We're waiting until the last minute. If the goal is to have Heliodor and Ruby selected, then we need to make sure they have the most. We're waiting to see which one might need the vote.
